issue:
when We try to hotspot the iphone to Autel im608, it connects but won’t acces the internet.
It works with other devices so the phone or carrier is not the problem.
advice:
IOS 13 has changed some security polices. This has resulted in a number of items not being able to tether. You need to report it to support@autel.com to push them to sort the issue as the more complaints they have the quicker they will sort it.

solution 1:
os13 has messed up one of my laptops it won’t go online.
Had to remove the WiFi and then add it back in as a known network to fix it
solution 2:
rang my service provider with no help then I rang apple & for 1 hour they ran there diagnostics with no help, they told me to back my phone up & do a full reset on iPhone then try, bingo it worked so the problem was a software bug.
This procedure is only for iPhones only
update:
Apple released ios13.2 today and the glitch is now fixed!! Now it works
